What do Federally Qualified Health Centers (FQHCs) do?

Federally Qualified Health Centers (FQHCs) provide comprehensive primary care and support services to underserved communities, serving as a crucial safety net for individuals with limited access to healthcare, including those who are uninsured and low-income. 

They offer a range of services, including preventive care, dental care, mental health services, and substance abuse treatment, operating on a sliding fee scale based on a patient’s ability to pay. 

FQHCs are community-based, receive federal funds, and are required to be governed by a community board, with at least 51% of the board members being patients of the health center.  

Key functions and characteristics of FQHCs

Medicaid and Medicare Eligibility: They are essential providers for Medicare and Medicaid beneficiaries, with state Medicaid programs required to cover FQHC services. 

Serve Underserved Populations: They provide care to medically underserved areas and populations, including migrant workers, the homeless, and those in public housing. 

Offer Comprehensive Services: FQHCs deliver a broad spectrum of services beyond just primary care, including dental, mental health, and substance abuse treatment. 

Sliding Fee Scale: Services are offered on a sliding fee scale, making care affordable and accessible regardless of a patient’s income or insurance status. 

Federal Funding & Oversight: They are federally funded by the Health Resources & Services Administration (HRSA) and must meet specific standards to maintain their FQHC designation. 

Community-Based & Governed: FQHCs are community-based health centers with a governing board of directors that is at least 51% composed of patients from the health center. 

Quality Assurance: FQHCs are required to have ongoing quality assurance programs to ensure high standards of care.
